I am still a little confused...

Ok I set up my states as the encoded values for AB (00,01,10,11). I assumed
the inputs were L, R, and E, but this makes the K-map hellish so I am
thinking there is an easier way to make my inputs. I am also not sure if I
am on the right track because I have no idea what my outputs are.
