Please see the introduction of the VLSI Handbook article by Dick, Shang, and
Jha (posted to the website) for more information about the highest two
levels.

Register transfer level means that the positions of registers have been
decided. In other words, one already knows what happens in each clock cycle.

Logic level means one has the gate-level netlist.

Layout level means that one knows where all the functional units and gates are
on the integrated circuit.

Transistor level means that one knows the detailed behavior and structure of
individual transistors.
